US House passes Manning’s antisemitism resolution with bipartisan vote

On Wednesday, the United States House of Representatives passed House Resolution 1449, a bipartisan resolution to combat antisemitism introduced by Rep. Kathy Manning, NC-06, a Democrat. The resolution has 19 co-sponsors, including Rep. Chris Smith, NJ-04, a Republican.  The resolution passed 388-21 with bipartisan support.

The resolution supports the efforts of the Office of the US Special Envoy to Monitor and Combat Antisemitism (SEAS), which is led by Ambassador Deborah E. Lipstadt. 

Manning made remarks on the House floor prior to the vote Wednesday.

On Monday, Manning made remarks on the House Floor in regards to the attacks of Oct 7, 2023 and those who were taken captive by Hamas, including North Carolina Native Keith Samuel Sigel

“Now therefore be it Resolved That the House of Representatives- (1) condemns the rise of antisemitism in countries around the world; (2) welcomes the Global Guidelines for Countering Antisemitism unveiled by the United States and partners in Buenos Aires, Argentina, on July 17, 2024; (3) calls upon states and international bodies to take action to counter antisemitism, including by endorsing and embracing the Global Guidelines for Countering Antisemitism; and (4) encourages greater action and international cooperation to counter antisemitism.”

On Tuesday, Manning and Smith, Co-Chairs of the House Bipartisan Task Force for Combating Antisemitism, hosted a meeting with Ambassador Lipstadt, to discuss the alarming rise of antisemitism in the United States and around the globe.  

“At a time when antisemitism is on the rise in the streets of Amsterdam and elsewhere around the world, we are fortunate to have leaders like Ambassador Lipstadt working tirelessly to counter it,” said Manning in a press release. “Thanks to the leadership of her office, more than forty countries have signed onto the Global Guidelines for Countering Antisemitism, a landmark international framework for taking action against antisemitism. Tomorrow, I look forward to the House passing H.Res.1449, a bipartisan resolution I authored with Congressman Chris Smith calling on more countries to adopt these guidelines and stand against rising hate.” 

Manning did not seek re-election in the previous election cycle, and her seat will be filled by Republican Addison McDowell, who won in the Nov 5th election.
